			<content:encoded><![CDATA[<p>Most reports indicate that 80% of the American people have never read the U.S Constitution or the Declaration of Independence. I decided to print various Articles and Sections of the Constitution to help people understand the Freedoms and Liberties they have lost to our Wildly Out-of Control Congress. For your reading pleasure I present Article 1, the legislative branch and Section 8, the limited power You and the States granted to the Congress.<br />
Article 1, Section 8. U.S. Constitution<br />
1 The Congress shall have power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the United States; but all duties, imposts and excises shall be uniform throughout the United States;<br />
2 To borrow money on the credit of the United States;<br />
3To regulate commerce with foreign nations, and among the several states, and with the Indian tribes;<br />
4 To establish a uniform rule of naturalization, and uniform laws on the subject of bankruptcies throughout the United States;<br />
5 To coin money, regulate the value thereof, and of foreign coin, and fix the standard of weights and measures;<br />
6 To provide for the punishment of counterfeiting the securities and current coin of the United States;<br />
7 To establish post offices and post roads;<br />
8 To promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries;<br />
9 To constitute tribunals inferior to the Supreme Court;<br />
10 To define and punish piracies and felonies committed on the high seas, and offenses against the law of nations;<br />
11 To declare war, grant letters of marque and reprisal, and make rules concerning captures on land and water;<br />
12 To raise and support armies, but no appropriation of money to that use shall be for a longer term than two years;<br />
13 To provide and maintain a navy;<br />
14 To make rules for the government and regulation of the land and naval forces;<br />
15 To provide for calling forth the militia to execute the laws of the union, suppress insurrections and repel invasions;<br />
16 To provide for organizing, arming, and disciplining, the militia, and for governing such part of them as may be employed in the service of the United States, reserving to the states respectively, the appointment of the officers, and the authority of training the militia according to the discipline prescribed by Congress;<br />
17 To exercise exclusive legislation in all cases whatsoever, over such District (not exceeding ten miles square) as may, by cession of particular states, and the acceptance of Congress, become the seat of the government of the United States, and to exercise like authority over all places purchased by the consent of the legislature of the state in which the same shall be, for the erection of forts, magazines, arsenals, dockyards, and other needful buildings;&#8211;And<br />
18 To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the government of the United States, or in any department or officer thereof.</p>

<p><strong>Now that we have President Obama, do we really need Congress.  Lets look at the recent work the Congress has performed for us.</strong></p>
<p><strong> 1: Does Congress fit President Obama’s definition of good moneymanagement?    Need Congress: No.<br />
</strong></p>
<p><strong>2: Tarp 1 and Tarp 2:  From all the reports,  most, if not all</strong></p>
<p><strong>members of Congress, did not bother to read either of these bills.  Not</strong></p>
<p><strong>enough time, the sky was falling. These bills were rushed through</strong></p>
<p><strong>Congress without anyone knowing the contents of the bills.  We are</strong></p>
<p><strong>talking about spending $750 Billion Dollars and it all happened in the</strong></p>
<p><strong>middle of the night.<br />
</strong></p>
<p><strong>Need Congress: No<br />
</strong></p>
<p><strong>3: The Stimulus Bill:  President Obama sent the Stimulus Bill  to</strong></p>
<p><strong>Congress late in the afternoon and by midnight it was passed by both</strong></p>
<p><strong>Houses of the Congress.  The Stimulus Bill, $890 Billion, was 1200 +</strong></p>
<p><strong>pages and not one Congressmen or Senator could have possibly</strong></p>
<p><strong>read, no less understood, what was in the bill.    Need Congress: NO.<br />
</strong></p>
<p><strong>4: Budget Bill:  This is the largest budget bill  in the history</strong></p>
<p><strong>of the United States.  This bill is not getting any better treatment then</strong></p>
<p><strong>Tarp 1&amp;2. It is not getting any better treatment then the Stimulus Bill.<br />
</strong></p>
<p><strong>It will also be passed in the middle of the night without meaningful</strong></p>
<p><strong>debate. I have looked at the bill online and no one can possibly read</strong></p>
<p><strong>or understand the content of the bill, no matter how much time you</strong></p>
<p><strong>spent reading the bill.   Need Congress: No.</strong></p>
<p><strong>So, we see that President  Obama is calling all the plays for the Congress</strong></p>
<p><strong>and Congress is giving all it&#8217;s  powers to President Obama, so why do we need</strong></p>
<p><strong>Congress.  If you are looking  for true saving, getting rid of the</strong></p>
<p><strong>Congress would save over One Billion Dollars, each year, to give to the</strong></p>
<p><strong>people who do not pay taxes.</strong></p>
<p><strong>There are a number of  other questions we need to ask ourselves.<br />
</strong></p>
<p><strong>1: Do we need the Median?   No voices of truth there!<br />
</strong></p>
<p><strong>2: Do we need the Supreme Court?  Looking at their record of</strong></p>
<p><strong>destroying the Constitution.  No truth there.</strong></p>
<p><strong>3. Do we need the States?  When the 17th Amendment to the</strong></p>
<p><strong>Constitution was passed in 1913 the State lost  their voice in the</strong></p>
<p><strong>Federal government.   Nothing loss there.<br />
</strong></p>
<p><strong>4: Do we need the Federal and State courts? President Obama is going to</strong></p>
<p><strong>stop the reasons for crime.  So we have no need for the Federal and</strong></p>
<p><strong>State courts. We could also close all the Law Schools they are not</strong></p>
<p><strong>going to be needed. That,  would be so great.<br />
</strong></p>
<p><strong>5: Do we need the military.?  Probably not because President Obama is</strong></p>
<p><strong>going to make everyone love America, even the Muslims.</strong></p>
<p><strong>Lets’ get rid of Congress. What do you think?<br />

My name is Don Ruane.  I have become very, very disappointed in what goes on in Washington.  I had to do something.  So, I started Voter Imposed Term Limits, Inc.  VITL is nonprofit, non-partisan, we do not endorse or oppose anyone.</p>
<p>The Professional Politicians and there friends in the Media try to SELL us that what goes on in Washington is GOOD Government.  The best Government they can provide, because Governing is so Complex.  I do not buy that for a second. They make it complex.</p>
<p>I cast my first vote, for JFK, almost 50 years ago.  I vividly remember the problems they promised they would solve. It is now 2009; we still have the very same problems and some of the very same Professional Politicians still promising to solve these same problems. The Professional Politicians lives in the PROBLEM, not the SOLUTION, problems make us afraid so that we will vote for then.   Professional Politicians lie, they say it is only political discourse, the Media swears the lie is true.</p>
<p>The goal of VITL is: TERM LIMITS, as the law of the land, in 6 years.<br />
The motto of VITL is: NEVER SEND ANYONE TO WASHINGTON FOR MORE THEN 6 YEARS”.</p>
<p>You are asking yourself, why 6 years?<br />
The answer is as simple as following the money. Professional Politicians need LOTS and LOTS of money to buy votes and get reelected. That is what they want more then anything else. Special Interest Groups have lots and lots of money to give to the Politicians.  More money then the Voters have to give.<br />
Right at 6 years, the people we send to Washington, owe more Allegiance to the Special Interest Groups, then they owe to the people back home.</p>

<p>3: You will END the Congressional Seniority System that puts the Control of our DESTINY in the hands of 20 Professional Politicians.<br />
4: You will Restore the CHECKS and BALANCES of the Constitution.</p>
<p>5: You will get Smaller Government</p>
<p>6: You will get a Balanced Federal Budget and begin to pay off the Federal Debt.</p>
<p>7: You will get a New, Fair and Balanced Tax System to make us Competitive in the  “Global Marketplace”.</p>
<p>Don’t let anyone tell you that TERM LIMITS are a new FAD and will go away, in time.  Term limits have been the law of the world sense Cain killed Abel.</p>
<p>I will close with a Quote from Thomas Jefferson. When asked about Limiting Terms in Office, he wrote the following, <strong>“Do not tell me of your confidence in men, but bind then down with the chains of the Constitution”.</strong></p>

<p><strong>· 1: You, as a United States Citizen, have the right and responsibility to Vote in all elections. Never sit out any election.</strong></p>
<p><strong>· 2: You, as a United States Citizen, have the INALIENABLE RIGHT to limit the term in office all of your elected representatives.</strong></p>
<p><strong>· 3: You, as a United States Citizen, have the right to participate in the shaping of your future and the future of the United Sates with your vote.</strong></p>

<p><strong>· 6: You, as a United States Citizen, should never vote for any one who cannot clearly define the problems he or she will address and work on while in office.</strong></p>
<p><strong>· 7: You, as a United States Citizen, must hold the political parties accountable for poor, unqualified or any candidate that has MORPHED  into A PROFESSIONAL POLITICIAN. “NEVER SEND ANYONE TO CONGRESS FOR MORE THAN SIX YEARS.”  Let them know, if they insist on nominating poor, unqualified or any candidate that has MORPHED  into a PROFESSIONAL POLITICIAN, you will vote for the other party or use the write-in provisions in your state. You will not sit out an election.</strong></p>
<p><strong>· 8: You, as a United States Citizen, should demand that all representatives return to the state that elected then, to live under the laws, that they voted on.</strong></p>
<p><strong>· 9: You, as a United States Citizen, have the right and responsibility to see that your representatives brings up, in completed bill form, the topics and subjects he or she promised. You have the right to recall your representative.</strong></p>
<p><strong>· 10: You, as a United State Citizen, have the right to demand that your representatives read the final form of any piece of legislation and sign that they understand all the provisions of a bill and that they are responsible for all Unintended Consequences and that your representatives will rectify all Unintended Consequences of the Bill immediately.</strong></p>
